Do not reply to any post in there as they will not see it. All you do is click their link in their post and it will take you to their Facebook profile where you can send them a friend request. After accepting, you will then be able to send them a neighbour request
You can also make your own request for neighbours there. Read the first post on the first page to see what to include in your post.
