I have moved your post into the New Release thread where the developers can see your feedback.
I can answer only 2 points for you.
The only way a neighbour will know if there is a ship to be loaded is if the load the game. Then there should be a red number on the Tool Box and the Seaport Manager indicating something needs doing.
The products come from the mayor not anyone's storage.
