They will do exactly what they are meant for, overlap waters on other waters, overlap decor, buildings, facilities etc. When you overlap, you always need one clear spot the size a pine tree would use to place something closer to another one. I am sorry but they were never released for layering on top of crops etc or for putting something in exactly the same spot as another item.
We are aware that not all previous methods to layer are working. Layering can cause problems and is why we have never been able to help with providing instructions for those or allow anyone to post those in the forum. We can't tell you if all previous methods of layering will work again or if the ones that can still be done now will continue to work.
