I moved your first post to this thread and answered you.
It does not tell you that you have to catch the squid with the fishing pole. It is just showing the type of tool you need to use. You can use any of the boats for fishing for the goals.
Using the fishing pole will not work if the waters are overlapped or off the edge of the farm.
