I had unloaded the train for a farm pass quest but never went back to dispatch it.
I thought for sure this was the reason for the new arrows and am so glad I was wrong!
This is what happens when I'm farming late at night and half asleep. lol
Whew, I'm SO relieved!! Now I can get a good night's sleep.
