What happens when you try to start the products in the 2nd one?
It is probably because you do not get enough of the feed supplements from the Feed Supplement Plants to even fill one of the Premium Fodder Factories. The Feed Supplement Plant is a non-workable facility so your neighbors can not help with those where they can help in the Premium Fodder, so the Feed Supplement can not keep up with the needs of the Premium Fodder.
