It depends on how many tickets they have. They are not a 24/7 operation.
Besides I said your friend needs to send the email to them as that is the account that is affected and not yours. That gift was received by them but disappeared.
Edit: Please check your spam folder for the reply as you were answered. Tell your friend to buy another for coin as that would be a duplicate and will only cost coins. I would suggest they do so from a farm that is not layered and doesn't have a lot on it.
