You know you can only change ports positions while you are preparing your ship. So I understand that nothing happens when you click in the little hand and try to drag the port to other position?

I just tried with my own ship and had no problems. Please clear your memcache, link below. A new window will open with a short list of unsettings. Close that window and your farm in all tabs you have it open.
Then reopen your farm and check if you can change ports positions.

About your problem with Chrome, last version is 100.0.4896.127
When you get the WebGL is not supported, then, close your browser and reopen. See if that fixes the problem. If not then restart your computer.

If nothing worked for you, then clear Chrome cache. The first time you load the game after the clearing, it will load slowly as all graphics have to be loaded again.
