It looks as though you and I are seeing different things. I see the two new facilities as a new post, on page 1 of the game guide, just after printing and packaging factory and (I think) mineral mine. The fish and chips shop is on page 2. There are other posts between these two lots of facilities explanation.

IDK what happened, but it's fine for me. I just asked someone else and they see it like how I said. Regardless, at least it's there for you
