I copied your post from Suggestions to the thread about Trains in Help & Support to be able to answer you.
Your post about a new tool is still in Suggestions section.

We already have the trains to help us with working facilities.

You need to have 2 trains dispatched, with at least 10 long cars (they cost farm cash) attached to each train and the Mayor will work all facilities in all farms for you.
