If you have the train and cars that bring you goods all you do is this........
Go to your train, click on the engine, show train details, then train status, then click the Boost train button top left and it will open up your friends list for you to send the request out.

Hi there, if you haven't already tried it, clear your browser cache and reload the game, see if it shows the upgrade then, If not, you'll need to contact FT support for a refund.
