I'm sorry if this has been brought up before but why is the Police Station not linked to the Facility Manager. I have to clicked on it separately to cash out or load.

If you bought it before when it was a decoration, then you need to let it empty, put it into storage and then put it back on the farm. Then it will show up in the facility manager. This has happened before with the water mill (corn flour) and the stables too.
