How to Use Manure Collector

I searched for this, and I just don't understand the answers given. I have bought the basic manure spreader, and I bought the manure collector. I have both in storage. The spreader shows up I click on my toolbox, but I don't see the collector. I saw a post saying to go to facilities management of use the manure collector, but that would just show me the pigsty on that farm. Isn't the purpose of the manure collector to be able to use it from any farm to collect the manure on all farms? I don't understand how to do this.
