Each farm can only be irrigated once every 20 hours, but if you plant a 2nd crop within that time they will not be irrigated. You are not irrigating the farm, but are irrigating the crop. It doesn't work the same as the fertilizer.

of course i'd have to ask him but the crops were planted about 4 hours ago, and the farms can not be irrigated again for another 16 hours.....
