And I know how to use the hands to overlap facilities. Been doing it since I bought them - look at my farms - they are overlapped - until the change. Then I can't anymore. Do I need to replace their batteries or something? lol

When strange things like this happen it can be the date/time on your computer is off either when you fill the facilities or when you look at it later. Make sure the date/time is correct when you fill them and see if the amounts stay pending or done.
You could also try clearing your memcache (link below), then when the page of unsetting text opens close that as it is done.
If your farm is open close it. Then reopen and try again.

For the hands we can't duplicate this. The main thing really depends on what you have in the location you are trying to place the facilities. If you have crops layered 9x and or trees/flowers layered over them then you may not be able to add more facilities over them as all the squares are filled.
