From experience:

You can irrigate again, 24 hours from the last time you irrigated your farm. You can attempt to do so, as many times as you like, it won't reset your clock-counter.

Once you hit, (or pass), the 24 hours, then the next time you attempt - it works.

It would be nice to have a timer on the farm somewhere, same as fertilize -- but until it does, pen & paper.

Isn't this part of the fun of the game? Figuring out how stuff works? I've been playing a while, long before there was a game guide worth anything. But if you haven't found it by now: read it here.
