I moved your post to the thread about Trains, as those are the key for your problem.

All trains in your farm 5 and farm6 are not dispatched. To get the Mayor working facilities you need trains dispatched or returned but not unloaded.

Your trains are unloaded and you didnt dispatch them again.

Im not sure if you know that if you have 2 trains with 10 different long cars on each train and they are dispatched or not unloaded, then the Mayor will work all facilities in all farms.

On your farm 5 you have 5 trains with a few long cars in each one. If you wish you could try to move some different long cars to the fastest 2 trains or purchase more to get 10 different long cars in each and then the Mayor will work everything for you.

If you decide to move some long cars or purchse more, Before dispatching the train, be sure all long cars are correctly attached.
To do that, click on the Locomotive and select 'Show Train Details'. The Long Freight Cars that are correctly coupled to your Locomotive will be highlighted in white. The ones that you don't own or that are not correctly coupled will be dimmed out.
